Buggy ate the Chop-Chop Fruit, which lets him split into floating pieces and makes him impossible to cut. That is a genuinely strong power attached to a man whose main talent is running away loudly. He also sailed as a cabin boy on the Pirate King's ship alongside Shanks, which is the fact he produces whenever anyone doubts him, and which happens to be true.
The joke Oda keeps telling is that the world reads Buggy's cowardice as strategy. He escapes a prison inside a crowd and the crowd decides he was leading it. He recruits people far stronger than himself and they call him boss. He panics in public and the newspapers report composure. Every rung he falls up is funnier than the last and none of it was planned by him.
He turns up early, as roughly the second real villain in the series, in a role most manga would have thrown away inside twenty chapters. Instead he keeps coming back, upgraded by circumstance each time, until his name is printed on lists beside people who can flatten islands. The red nose is real, and asking about it is the fastest way to start a fight.
Spelling BUGGY
BUGGY is five letters with a doubled G, and the ending is the trap: Y, not IE. The Japanese stretches the final vowel into a long ee sound that English compresses into one letter, so anyone typing from sound tries BUGY first and loses a row to it. Two G's, one U, and a Y doing the job of a vowel at the end.
