In the Tokyo of Psycho-Pass, the Sibyl System measures every citizen's mental state and prints a crime coefficient. Cross a threshold and you are a latent criminal, whether or not you have done anything. Shinya Kogami was an inspector, chasing a case that would not close, and his own number climbed while he chased it. He kept the job in the only form still open to him, as an enforcer.
The difference between the two ranks is a leash. Inspectors carry the authority and the gun's safety catch. Enforcers are latent criminals let out of a facility to hunt people the system has flagged, supervised by the inspector who signs for them. Kogami is the best hunter in the unit for exactly the reason he is not allowed to be trusted with it.
Gen Urobuchi wrote the series for Production I.G, and it aired in 2012 with Katsuyuki Motohiro of the Bayside Shakedown films supervising. The show's argument runs through Kogami's partner, the new inspector Akane Tsunemori, who believes in the system, and through Kogami, who has stopped. Neither is set up to win.
Spelling KOGAMI
KOGAMI is the family name, six letters, and it drops a long vowel that a careful romanisation keeps. 狡噛 is written Kougami, or Kōgami with a macron, so the U you hear after the K never lands on the tiles. Alternating consonants and vowels the whole way, with two different vowels in three slots: O, A, I.
