Smoker chases the Straw Hats early and never entirely stops. He ate the Smoke-Smoke Fruit, so blades and bullets go through him, and he can pour himself down a street as vapour to catch somebody running. Against a rubber body that ignores blunt force, a man made of smoke is an awkward matchup in both directions, which is why their fights keep ending in a draw and another chase.
His weapon solves the fruit problem. The jitte he carries is tipped with sea stone, a mineral that gives off the same energy as the ocean and cancels a fruit user's power on contact, so he can hold anybody he can actually reach. It is also a heavy metal club, and he uses it like one whenever the subtlety is unnecessary.
Readers like him because he is honest inside a system that is not. He arrests pirates for hurting people, ignores orders that protect the wrong ones, and gets demoted for it more than once. Oda gives him a coat with the word justice printed across the shoulders and then makes him the officer least likely to agree with the government about what that word covers.
Spelling SMOKER
SMOKER is six letters and exactly the English word, which makes it one of the friendlier rows in the game. The Japanese stretches the O into a long vowel, so romanising by ear can produce SMOOKER with a doubled letter that does not belong. The kana was borrowed from English to begin with, which is the entire joke of naming a man after his two cigars.
