Nefertari Vivi rules nothing yet and spends her introduction pretending to be a low-ranking Baroque Works agent called Miss Wednesday, hunting for the identity of the boss. She finds it, gets caught finding it, and escapes with a bodyguard and a duck. Everything after that is a race to reach a rebellion before it starts and to reach a capital before the rebellion does.
She travels with the Straw Hats for one arc and remains the closest thing the crew has to a member who left. She fights with a peacock slasher, a bladed cord she spins at speed, and she is nowhere near a match for the people she is standing beside. What she brings instead is a flat refusal to accept a body count as the price of anything.
The choice at the end of the arc is what readers remember. She wants to sail and she cannot, because a country full of people needs a monarch who has actually watched it burn. The crew's answer is not a speech. It is a gesture with everybody's arms raised in a public square, and the series has gone back to that image more than once since.
Spelling VIVI
VIVI is four letters that repeat one pair, VI and VI, which makes it among the neatest rows in the set. Japanese writes it bi-bi, since the language has no native V sound, so the V is a translation decision rather than a transliteration. The game wants the given name rather than the family name Nefertari, which is longer and would not fit anyway.
