Muska
The most quietly menacing man in any Ghibli film, and the sunglasses are the least of it.

Muska works for the government, wears round dark glasses, and wants the flying island for reasons he keeps to himself until keeping them stops being useful. He arrives as a bureaucrat and negotiates like one, and only gradually turns out to be the most dangerous person in the story. His full name ends in Laputa, which tells you what his claim rests on.
What makes him work is the register. He does not rant. He explains, politely, while soldiers handle the unpleasant parts, and the film lets him be reasonable for long enough that the shift lands hard when it comes. By the time he is standing at the controls of a Laputan weapon he is still using the tone he used for paperwork.
Miyazaki gives him no arc and no redemption, unusual for a director who normally refuses clean villains. Castle in the Sky has pirates who turn out to be decent and a military that turns out to be venal, and Muska is the one figure it declines to soften. Mark Hamill, by then already playing the Joker on television, voiced him in the English dub.
Spelling MUSKA
MUSKA is five letters in English and three beats in Japanese. ムスカ reads Musuka, because a Japanese S kana carries its own vowel and cannot sit bare against a K. That extra U is written in the original and dropped in romanisation, so the tiles want MUSKA with the S and K side by side and nothing between them.
