Master Roshi
The old man in the sunglasses invented the technique the whole franchise runs on, then spent centuries being disgraceful about everything else.

Roshi is the Turtle Hermit, and he trained Goku's adoptive grandfather before he trained Goku. His course is famous for containing almost no fighting: milk deliveries at a run, field work by hand, swimming with sharks, all of it done wearing a shell heavy enough to change the way you walk. When he finally takes the shell off a boy for the first time, the boy jumps over a house.
He is over three hundred years old, which he manages without being especially strong for most of the story, and he is a shameless lecher whom the series treats as a running joke rather than a threat. He also entered the world tournament under a wig and a false name so that his students would learn something from losing to a stranger rather than to their teacher.
The Kamehameha is his. He spent fifty years developing it, and by the end of Dragon Ball almost every hero and half the villains use some version of the thing an old man worked out alone on an island. Dragon Ball Super brought him back into a proper fight decades later and let him hold his own.
Spelling ROSHI
ROSHI is five letters and loses a long vowel. 老師 is roushi, an honorific for a venerable teacher, and a faithful romanisation writes ROUSHI or puts a bar over the O. Neither fits. His full title, Muten Roshi, means invincible old master, so the answer here is a job description rather than a personal name. Two vowels, in slots two and five.
