Fubuki is a B-Class hero and the leader of the Blizzard Group, a faction of lower-ranked heroes who agree to work under her and not to climb past her. Her esper power is real and considerable. She throws cars, holds people still, and would sit comfortably in A-Class if she let herself move up. She does not want A-Class. She wants a group.
The reason is her sister. Tatsumaki, the Tornado of Terror, is one of the strongest heroes alive and treats Fubuki as a child who should quit. Everything Fubuki builds is an argument that a well-organised group beats one monster, and the series keeps testing that argument, usually by dropping something enormous on her subordinates while she watches.
She meets Saitama when her recruitment drive reaches a bald man in a rented flat who has no interest in ranks, factions or her, and who cannot be intimidated by anything she is able to lift. ONE started the webcomic in 2009 and Yusuke Murata's redraw began in 2012. Fubuki grew from a one-arc antagonist into one of the series regulars.
Spelling FUBUKI
FUBUKI is six letters and pleasantly regular: three kana, fu-bu-ki, each one a consonant plus a vowel. The B and the U repeat in the middle, which is the part people garble. The word 吹雪 means snowstorm, and her sister's name means tornado, so the family runs on weather. Nothing is dropped or doubled in FUBUKI.
