A Meowth that walks on two legs and talks is a bug in the world's rules, and the anime explains it as effort. This one learned to stand and to speak because it fell for a female Meowth in a city and wanted to be the sort of creature she would notice. She was not impressed. The talking stuck, and so did the habit of narrating its own schemes.
It pays for the trick. Meowth never learned the moves its species is supposed to know, having spent that time on vocabulary, so in a fight it mostly scratches and improvises. It builds the traps, drives the balloon, translates for other Pokemon, and gets blamed when the plan fails, which is every time.
The species itself is ordinary enough: a pale cat with a gold charm on its forehead and a move called Pay Day that literally produces coins. The one riding in the balloon is the exception, and it will explain that to you at length.
Spelling MEOWTH
MEOWTH is the noise a cat makes with a TH stapled to the end, and the TH is the entire test. Six letters, no doubles, and the first four are just the English word meow. The Japanese name is built the same way from nya, which is what cats say there. Two languages, two cat noises, and both of them added a consonant no cat has ever produced.
